Do I need any art experience to take the course?

None. The course starts from the very beginning. How the paste works, how to hold the knife, what to do first. If you've never made anything before, you're exactly who this was built for.

Do I need to buy supplies separately?

Yes,  the course is instruction only and doesn't include physical materials. Lesson one covers exactly what to buy and where. If you want everything ready to go before you watch a single video, the Textured Floral Art Kit includes all the supplies plus the knife loading tutorial and step-by-step guide.
